If the PIN is forgotten, the state FAQ instructs callers to use the hotline and press 0. Changed phone numbers, blocked calls, full inboxes, spam filters, or an identifier mismatch can interrupt delivery. Keep contact information current and do not treat registration as the only safety measure.
Bladen County VINE Alert Timing
NC SAVAN separates routine calls from critical-event calls. Routine phone notices are made from 8 a.m. to 8 p.m. If unanswered, they repeat every two hours during calling hours for 24 hours. Critical release, escape, or capture calls may arrive at any time and repeat every 30 minutes for 24 hours when not acknowledged. The service sends one email for each status change.

Bladen County VINE Coverage Gaps
NC SAVAN’s statewide reach has defined gaps. It does not cover someone held only at a police precinct, a person who bonds at the magistrate level and is never booked into jail, juvenile facilities, mental-health facilities, or federal BOP, ICE, and USMS custody. A missing result can therefore be a scope issue rather than proof that no custody event occurred. Data can also lag while an agency processes a booking, release, or transfer.
This local notification layer matters because a Bladen County case can move between systems. A person may leave the Bladen County Detention Center for NCDAC, another jail, or a federal custodian.
